The LAPD could use it for one of two things, to save on having pay a tow company to haul cars away they can just use one of these, or it could be used to catch cars during high speed chases.
There is a similar vehicle to this one on the market as well. Our unit had the chance to test one for a few hours and was an INTERESTING concept. Very expensive, but is catching on in certain parts of the world / America. FYI…
It would also be great for removing illegally parked vehicles parked somewhere where you can’t tow it out. Just simply pick it up and then drop it on to a flat bed or on the ground for a regular tow truck.

Possibly remove vehicles that have a device attached to them or application for SWAT entry into fortified locations.
